To close the gaps with composite cement is a viable option if the gap is not too big. The two adjacent teeth will be built up equally with cement in order to close the gap and yet maintain esthetics. However, this cement has every chance of chipping off with the usual wear and tear. Also, it gets discoloured often and has to be changed every few years. This might cost you around 1000 to 2000 rupees depending on the clinic, doctor etc.
Health Tips
A better and permanent option is get orthodontics treatment (braces) done.

There can be two ways to aesthetically improve this condition - gaps between upper front teeth. First is by building up the size of the teeth crown proportionately to cover up the space. This again can be done by simple build up with a resin like material (lasts really small duration and needs to be done every 1-2years) or by fixing a ceramic crown like structure on the existing crown. Second option is be getting orthodontic teeth realignment which may take anywhere between 3-6months or bit longer. My experience says this would be the best option.
Next Steps
Visit an orthodontist.
Health Tips
Orthodontic teeth realignment will necessitate placement of an appliance (metallic wire+resin) in the mouth, for 3-6months or longer.
