Sonography report for delivery.
My sister report doctor are saying amniotic  fluid reduced so it is a scissors but she is not having any problem so fluid will increase or go for scissors.

Amniotic fluid is very less. She needs urgent delivery. She can go for induction of labour with CTG monitoring

Yes she should go for cesarean delivery...as baby weight is already>3kg and amniotic fluid is less

Does she have leaking also? Fluid is less than 3 cm and it's already 38 weeks and baby weight is also fine. Better to go for delivery of baby. Mode of delivery will be decided by your Gynaecologist.
