It is becouse the sebaceous glands present. Ointments don't work on the swelling if they don't burst. It's not harmful Unless he is experiencing pain , swelling n discharge from the bumps. Application of any ointment may inturn cause irritation, itching. For now can take one Cetirizine tab in the night after food It shall resolve on its own

  Till they don't  burst  no ointment work. Tab zerodol sp three times a day after food for five days. Azee500 one per day after food for five days.  Montek lc one at night for five days.

According to me it just looks like a pimple and since it is not associated with any symptoms it’s better to leave it alone it will either burst on it’s own or shrink Don’t try to pop it or break it as it may lead to infection
