Although your blood sugar is on the higher side but to confirm your diabetes you need to get more specific blood tests to be done.
Get HbA1C test done (fasting is not required,it can be done at any time).

Random blood sugar above 200 mg/dl along with symptoms are suggestive of diabetes.
