My father is having very less urine output
And he is having thick and pink urine.
No buring sensation while peeing.
He had circumcision surgery done 4 days back.
He is diabetic.

Pink urine can be due to either some food stuff or some medicine.
Less amount of urine (oliguria) suggests kidney disease. It has nothing to do with circumcision operation.
(I hope his operation was done by some Qualified Surgeon. There are many self-styled Circumcision Specialists in our Country).

Do a urine analysis to see if there is any rbc
If he is not on any fluid restriction give him plenty of liquids
