Penis hurts when anything touches it

Asked for Male, 16 Years

The tip of my penis is stuck out of my foreskin and it won't cover up again. This has happened before but after a few days it went back down to normal, since I can see passed my foreskin I found a red lump under my tip is that normal? Is there anything serious? I'm really scared I'm only 16!
