No there is no such rules in orthodontic treatment. As per your malocclusion treatment plan has been planned.

Movement of premolar and molar in orthodontic treatment differs in each case..if there is enough spacing between teeth,no need of removal of teeth.

Every orthodontic case is different, so it depends whether the extraction or the movement of that particular tooth/teeth is required or not. If there is enough space in your mouth to correct the malocclusion or malalignment, you won’t need an extraction, and without the extraction, you can get the results sooner.

It depends on case to case. Not every case needs premolars to be extracted. Extraction is suggested when there's absolutely no space to correct malocclusion.
