How  many children you have earlier? If it is a  first pregnancy  then you are not a good case for normal delivery. You have placental insufficiently,  big baby,  cord around the neck, and  mild oligohydramnios.  All put together you may have to be moved to operation theater as an emergency even if you try for normal delivery. But nothing is 100% perfect in Medical Sciences.

An ultrasound report alone is not enough to comment whether a normal delivery would be possible. It will depend on a lot of factors. But there is nothing in this report that would need an advise against normal delivery. A single loop of cord or mild placental insufficiency does not need caesarean.
