The permanent tooth has started erupting even before the milk tooth is shed. Now if we remove the milk tooth/teeth there is a good chance that the permanent tooth will move into its right place
Next Steps
Visit your dentist at the earliest

The image clearly suggests that the new tooth erupting is the permanent central incisor( lower front tooth) which grows in lingual direction and then replaces the milk tooth..The tooth suggests the age of child to be between 6 to 7 years as that is the age for this tooth to erupt.Visit a dentist to get the milk tooth extracted as it is hindering and not allowing the permanent tooth to take its place..

The tooth in question is a permanent tooth (Central Incisor) which usually erupts at 6 years. So it is perfectly normal.
Next Steps
Get the milk tooth in front of the erupting tooth extracted by a dentist so that the erupting tooth gets more space to erupt in a proper position.

It is normal. Permanent tooth develops from lingual side. Her age must be 7 years. If u are not finding her lower front tooth mobile, show it to nearby dentist.
