Cold and numbness in feet and hand and some time in chest area indicate you have some infection and inflammation present in the body .
Please take consultation for correct diagnosis and best treatment.
You should do some test as CBC and ESR ,CRP ,LFT ,KFT , Thyroid Profile, Iron profile, Vitamin D and B 12.

It might be due to Raynauds phenomenon. When the body is exposed to cold weather there will be peripheral vasoconstriction, which can lead to blue colour of your fingers and toes and can cause numbness
