Chances of it moving up are there but less since it is covering os. Travel in pregnancy can be done in 2nd trimester. Has she had any spotting ? Any other complaints? Show to a gynec. Let her assess her. After that can decide can travel or not.
Unlikely are the chances that it will migrate up
However urgent it is she cannot travel

The airlines would require fit to travel certificate which no treating doctor with provide
