The small spots you have are most likely Fordyce spots as information you provide.
Mostly it is harmless oil glands that appear as tiny whitish or yellowish bumps on the skin or lips.
They are very common, not contagious, and not a disease.
You don’t need any treatment or medicines for them. Please don’t worry.
You can consult if spots become painful Or they spread to the genital area.
Otherwise, they can be safely ignored.

If it is at the upper border of your upper lips, then it is normal . It is called fordyce spots and it is normal. So don't worry about it. If it causes pain or any other symptoms, do consult a doctor.
