I am 23 yrs old weighing 64 kgs..
Becoming slim means reducing fat or reducing muscles?? I wanted to know because I am IT professional and I used to sit 8 hrs per day in front of laptop and I saw increase in my weight in lower part of body.I don't know why it is?is it because of fat or some.other problem?

Info is not enough, needs physical examination to know whether it is Fat or some mass but most likely it is Fat which is because of sedentary life style. You may like to consult a General Physician
