Could be over correction of thyroxine. 25mcg might be little high. All the symptoms you have mentioned are suggesting over correction. Please get tsh,t3 and t4  all together.  Depending on symptoms and TFT we may need to reduce dose of thyroxine.
Next Steps
feel free to consult me on practo for further management

Weight loss, palpitations, anxiety and restlessness actually sound like signs of over-replacement (too much thyroxin), not under-treatment. Even if TSH looks normal, free T3 and free T4 might be on the higher side. Need to check all three values together — TSH, Free T3 and Free T4.
Next Steps
Get TSH + Free T3 + Free T4 tested together and show to her doctor. Also get CBC and blood sugar done to rule out other causes of weakness. Don't adjust the dose on your own. Consult me on Practo with the reports for proper guidance.

Weight loss, restlessness and palpitations despite normal levels could mean over-replacement or an unrelated cause. Recheck TSH/FT4/FT3 and ECG, and confirm exact thyroxine dose. Don't adjust dose yourself ,book a private consult to review reports together.
