HCG level per se has a huge range. So an absolute figure may not be the index of adequacy of HCG in any patient (a serial assessment is better) . You may consult with your Gynaecologist regarding the need for Progesterone supplementation.
I didn't quite understand your question however this beta hCG level confirms pregnancy. To check if the pregnancy is viable you'll have to go for serial bhCG level. And it should be started from 4-5 weeks not prior to that
This means you are definitely pregnant.
However, single titre is of least significance in obs and gynae
I will suggest you to just wait it out for a couple of weeks, and an ultrasound done at 6 weeks
The day you skip your periods you are four weeks and one day pregnant
So there is nothing like a three weeks pregnancy
Also single Titer more than hundred is confirmitory for pregnancy
