Initially a proper evaluation and x ray may lead to conclusion of cause. Water water-saline gargles will help in tissue pain relief. Mostly it is pericoronitis. But still needs examination/xrays/clinical visuals for actual situation
Next Steps
If the causative agent is 3rd molar then you can opt for tissue removal/3rd molar extraction depending upon the x rays and examination.

A picture would have helped! Regardless ,mostly it is gum overlying partially erupted wisdom tooth which is getting traumatized by biting from upper teeth . Will need clinical & radiographic examination, and removal of gum tissue or removal of tooth will be decided depending on the results.

Just get your excess gum flap removed . It can be done by laser / radio frequency...it's a same day procedure with minimum discomfort post operatively. Consult a dentist preferebly Periodontist ( gum specialist).

Looks like your last molar hasn't erupted properly or there isn't enough space for it to erupt , thus causing such problems. Please do not apply heat or Zandu balm as it can worsen the situation. You can get an X-ray at your nearest dental clinic. Till then you can do salt water gargles ,twice a day .
