Frozen shoulder takes time to be cured.. Specially in diabetics... Stretching and strenthening exercises help.. Have patience and continue the treatment.. But you should also have the power of tolerating the pain while your therapist is stretching the shoulder muscles........
At home - avoid side lying on sames shoulder, no cold exposure, no weight lifting, no jerks to the shoulder... Do hot hot water bottle fomentation and active exercise at home too.

Its true that frozen shoulder takes long time but I would like to focus on major issue where most of elderly patient with shoulder case are diagnosed as frozen shoulder. And we miss the main cause. And even that can be a reason where PT session was not helpful .
Next Steps
Visit again to the orthopaedics or physiotherapist.
Get your mom's shoulder completely assessed.
Health Tips
Till then you can apply moist heat pack ( no dry heat pack).
Avoid painful movement ( if it is tendon or muscle injury, vigorous movement can leads to major problem)
Ask her to do Mild exercises involving bilateral movement.
Hot Fomentation.
Gentle Shoulder Stretching.
Core Strengthening Exercises.
Gentle Neck Exercises.
Avoid sleeping on affected side..
Warm up and cool down is a must.
If ur mother is diabetes patients then it tk time so keep continue physiotherapy treatment, mobilisation, and exercise with laser therapy ya electrotherapy, and maintain ur suger by medicine.
In frozen shoulder , shoulder mobilisations are most important and ask the physiotherapist to give Ultrasounic therapy in the armpit this will give the best results in her case and LASER therapy will reduce pain drastically...if her muscles are in spasm kindly go for dry needling technique which is very helpful...take care...get well soon
Frozen shoulder needs time to cure ....at least 2-3 month. ..continue physiotherapy session. ..go for manual therapy. ..hot formantation n exercise

You will find all detail related frozen shoulder
And specific exercise for same
You need proper mobilisation and sustained stretching techniques to achieve range of motion and pain relief. Few tight muscles need to be released as well because these restrict the movement and give a stretching pain. And then strengthening exercises for shoulder complex. But I assure you that's achievable.
Frozen shoudler take time to cure atleast a month and if your mother is diabetic it will take more time. Stretching exercises, gentle mobilizations are compulsory.Avoid weight lifting from the affected hand and sleeping from that side.frozen shoulder is 100 pct curable.
