If non-vegetarian, fish & full egg with yolk
If vegetarian, you will be required to take supplementation for vit D like Tayo 60K Or Calcerol sachet. Try sitting in the sunlight between 8 am - 9 am for 15 mins or more.
For diabetic condition, try to consume complex carbs such as Raagi, Chilka pulses. Please ensure physical activity every day.

I can understand your concern.
In vitamin d3 insufficiency you need to get adequate sun exposure daily for at least 20 minutes a day with at least 20 percent of the body surface area exposed.
And depending on the level of insufficiency, you might need to take supplements as well.
In diabetic condition, you need to avoid foods with high glycemic index like rice and coconut etc.
High protein diet and high fiber diet.

The best way to improve Vit. D levels are exposure to sunlight between 7-8 am. Other food sources are Eggs, Fortified dairy products, Fortified cereals etc.
For diabetes, it is important to note the Glycemic Index of all foods. Sugar has the highest Glycemic Index. So sugar content of foods are important. Methi seeds soaked in water overnight and boiled and strained and drink the water every morning to help in insulin sensitivity. Also a pinch on cinnamon powder over your fruits helps lower their Glycemic load.
