As per the X-ray I see a lot of bone loss in many areas specially upper front teeth
Gums position is not seen in X-ray as it is soft tissue
Assuming the bone level gums have also receded for sure
Flap surgery will definitely help in restoring gum level and new bone formation under it
And will help give more support to teeth and prevent from further loosening
