You are describing what medical textbooks classically describe as 'white coat hypertension'. Underlying this condition is usually a phobic/anxiety condition.
Next Steps
if it is an isolated symptom then exposure alongwith relaxation exercise can be helpful. however usually there are other areas of fear and anxiety as well. a detailed evaluation by a Psychiatrist should be done.

Why do you have to go to the hospital? The main cause of your concern is fear. Do you know how one develops fear? It's by thinking about the negative outcome of a situation. If you say rather order your mind and say with conviction that what ever will happen in the hospital will be good. May be I was in store for something worse. This Positive affirmation will help you fight your fear and develop confidence in going to a hospital. Try to do left nostril breathing for 10 times before entering the hospital. This will also help you.
Next Steps
Practice this regularly with any type of meditation. I would personally recommend heartfulness meditation, which you can learn from YouTube Master classes in just 3 days, free of cost.
Health Tips
Write down your fears in your diary and keep asking why for 7 times to get a solution. This can also help.
