I'm 5'6, 59kgs and 22 years old. I have 18% body fat. I want to gain weight but at the same time get rid of this body fat to 12-15%. What should I do to attain this?

Firstly your body fat percentage measurement has to be correct. Anyways, to reduce fat, at the same time gain weight, you have to do some strength training and reduce carbs from dinner & add overall protein intake
