Being a surgeon looking at this it is either corn or callus . In either case the best way to tell u is to examine that swelling and give u a definite  diagnosis.  But In either case no need to worry as this are harmless . For pain just use soft footwear   and some pain killer like diclofenac on SOS basis. Best is to get it excised by any surgeon it is a simple minor ot procedure without any pain.  U can consult with me online further

If you have a doubt, get it physically examined by a nearby Dr. As such corn is harmless. Soak feet daily twice in warm water and scrub the corn gently. Try applying paste of cooking soda 2 to 3 times daily over it, that will help to soften it. For pain, wear only soft foot wear. If more, take one tablet of paracetamol.
