Hello, Your sister is operating in an environment which is restricting her growth. She needs to assess the situation with clarity of thoughts regards her own needs Vs pros and cons of her work environment. If she has more reasons to leave or stay, taking appropriate action accordingly can be significant. Please ask her to consult a counselling psychologist or a life coach. She is unable to take a decision despite the workplace being toxic. This could be due to low confidence or self esteem. A counsellor or coach can guide her through the current dilemma and help resolve the same.

The way people cope with stress (at work as well as in other spheres of life) differs, mostly depending on the way one developed as an individual in the childhood environment and gained experiences in dealing with problems. You may find that many others working in situations similar to that of your sister are coping better. In a few cases there may be people who are suffering worse under similar circumstances. The situation that she is in has both internal and external components. To address her internal difficulties in coping with stress and anxiety, she may have to take help from a professional like a psychologist or career counsellor from whom she could get a lot of insight on dealing with stressful situations. On the other hand is the external ones involving the work environment. The easiest way is to quit the job, but it has its own issues like, - Is the next job ready? When and where will the next job be? Can't the next job environment be tougher? ..... and so on. With all these as the background, I would suggest her to consult a psychologist and get guided.
Next Steps
Please consult a psychologist.
