My advise would be to have an Uro Oncology Consultation immediately. This looks like a malignancy
However a pathological confirmation is necessary to know what the tumour is exactly.

The patient need urgent urology consultation , after confirming the diagnosis with tissue diagnosis and necessary work up , patient may be considered for treatment. It’s very likely that this is a malignancy though a tissue diagnosis is needed to say authentically.
