The bottom layer of my hair has stopped growing from 2-3 years it grows only till my ear length which makes my hair length look very thin. This section of hair looks damaged I have trimmed it many times but the length just doesn't grow. Overall I have hairfall and hair thinning issue as well but the bottom layer is ok from the roots but lengths are stuck to ear length since years. What should I do.
