According to your sign and symptom You are suffering from swelling . In the initial state you should take consultation from a General physician and give complete history of the patient to the General physician  then He  will make a diagnosis on the basis of sign and symptom and if it will be required to take advice from a specialist then He will refer to particular specialist as cardiologist nephrologist are gastroenterologist .
Next Steps
You should do some test like CBC ESR ,CRP , LFT,KFT and Urincalysis etc

Depends where you have swelling Periorbital swelling is usually due to renal (kidney) issues Pedal (leg) swelling is due to cardiac issues Abdominal swelling is due to hepatobiliary issues (liver) Kindly consult for full diagnosis treatment.
