My mom has been diagnosed with osteoarthritis in her left knee with high blood pressure and diabetes. We do not want to go for knee replacement surgery. What are the other options available to cure this?

Looks like a grade-2 knee osteoarthritis although the picture quality could be better.
Try intrarticular knee injections, they are quiet good and offer adequate pain relief.

If these are standing xrays of the knee then she has moderate arthritis only..she will need to be braced and be on physiotherapy so that the arthritis does not progress
There is no cure for osteoarthritis. You can control symptoms with physio, steroid or hyaluronidase injection, braces, glucosamine or food supplements. Do quads exercises in the mean time.
