Rotator cuff tear

Hi, I have a 7 mm partial tear in subscapularis muscle and 3.7 mm partial tear in supraspinatus muscles in my right shoulder. There is no swelling but mild pain while moving the right hand in an upward direction. Rested for a couple of months but didn't notice any improvement. Can it be treated with physiotherapy or surgery is the only option?
