Better to get an xray done prior to know the grade of osteoarthritis knee.
If the grade is between 1 and 2 then he can go for ACL reconstruction and meniscal repair
If the grade is more than 3 to 4 then can go with physiotherapy and can manage for few more years to go for garde 4 and then can plan TKR.

Surgery is not required at this age and can do well with physiotherapy if there is no pain and his lifestyle is sedentary.
Does MRI reports comment anything about knee OA?

if painful knee and lifestyle is hampered can get xray to rule out Osteoarthritis and go ahead with ACL reconstruction and meniscal repair/partial menisectomy.
At this age need not to go for ACL reconstruction, if he is having moderate to low level of activities
He will be fine if adequate Hamstring and quadriceps strengthening exercises to be done
