I had a fall and in MRI found that acl rupture is identified. This happened on November 18 . Still my doctor is deciding whether we should do surgery or not and asking me to do conservative physiotherapy and wait until December 17. Is this normal? But still i have pain

Findings:
Evidence of anterior cruciate ligament (ACL) rupture
Joint effusion present
Impression of the lateral femoral condyle without osteochondral lesions
No displaced fractures or meniscus tears
Recommendations: Voltaren salve application and cooling advised.
