Can it make me permanent unfit to join army...what are the chances to be overall fit...in future if I will start heavy physical activity,chances to get damaged again

Yes a ACL reconstruction , or for that matter any major surgery is deemed unfit for joining forces. You can start heavy exercises 2-3 months post surgery. ACL may injure again as with native ACL , especially with trauma.

No it will not make you permanently unfit to join the army. U can do all possible physical activities after proper rehab. Though the surgery doesn't make you immune to any further injury to Your ACL or other ligaments.
