The condition that you are asking is called Pericoronitis, in which there is a soft tissue growth over the incompletely erupted tooth. The area under the soft tissue is difficult to maintain leading to food accumulation, decayed tooth or pus accumulation. Please note that this condition is very common when the wisdom tooth is erupting into oral cavity. You have to go to dentist for clinical examination and take xray inorder to asses the position of the tooth. Decision will be taken whether its better to retain the tooth or remove it.
If the tooth is decided to be retained, the soft tissue covering the tooth will removed ( Operculectomy) and proper oral hygiene maintenance has to be followed.

Hlo,its being called pericoronitis.it is normal nothing to feel odd .During eruption of the third molar it occurs.if that Area has any pain or discomfort get the x-ray and visit the dentist

The picture is not very clear. It looks like you have something called Periocoronitis. You need to visit the dentist for a clinical evaluation. Get an x-ray OPG to know the position of the tooth. Treatment will depend on the X-ray.
