Only thyroid does not decide natural or ivf pregnancy This is slightly raised can be easily controlled with Medication and if no othwr issue She will surely concieve

You need proper evaluation for infertility  not based just based on one test...she need treatment to correct hypothyroidism at first place

For a high TSH level you do not required in IVF procedure she needs a thyroid medication and then in the  next 45 days thyroid levels will return to normal

She can conceive naturally provided no other problems. Better to start on medication as TSH is high.
