Welcome to Practo the picture does not indicate tongue tie , yet I advise you to take a clear picture and consult Me ,,incase if you have disturbances while talking or if your words are not clear you can consult general physician regarding this..try to talk slowly try to read newspapers loudly it will give you some relief thank you

Frenum is usually attached till tip of tongue in tongue tie. It's less likely that you have tongue tie. Do you have any teeth missing or gap between teeth. Speech problem can be due to teeth problems as well.
