Please don't apply any powder on that. Just keep the body cool, wear cotton clothes. You can apply very thin layer of ointment but not more it might worsen the rash.

sweat rash due to heat. Keep skin cool, avoid oil/creams. Apply calamine lotion 2–3 times daily, it will settle in few days.
