It could be related to infection of your belly button (Omphalitis).
It also depends on is it first time or there is repeated attacks of same. Which will give a clue like persistant Vitello intestinal duct ( Duct connecting instetine to umbilicus on fetal life which is closed after birth).

1) If one having too much hair around the umbilical area remove it and keep the area dry.
