1. Anterior upper front milk tooth usually falls in the age of 7 to 8 years so it is quite unlikely that it may stay until 30 years provided the following two thing are true
A) The permanent front tooth is absent and should be ruled out by making a radiograph of that area and once its done an implant can be considered
B)milk tooth is broken and permanent teeth is also present else where then its usual place and is seen once a radiograph is taken .

its necessary to get a x ray made of that area and rule out presence of any part of the tooth which needs to be removed and then a implant can be considered but a cbct is required to access the amount of bone present to hold the implant in place

There are varieties of implants and the charges varies from 25k to 50k... Since it's an anterior need to consider about the aesthetics also..
As far as your age is concerned there is less chance of milk teeth it might be permanent tooth. Get the basic x Ray of area of interest and then visit implantologist.
