As per the picture, most likely diagnosis is atopic dermatitis. You need to consult online or in OPD for treatment. Once it resolved the scars will fade eventually.

Mostly due to itching and dryness, not permanent scars. Keep area moisturised (coconut oil or thick cream), avoid tight diapers, maintain hygiene. Do deworming (Albendazole single dose, repeat after 2 weeks). If itching at night or not settling, review once—may need anti-itch medicine.
