Fracture radial head is not sufficient information regarding management, whether it is undisplaced or displaced , whether it is one fragment or two fragment or more etc. Your doctor treated with plaster so I am thinking that fracture was undisplaced. Any joint kept in plaster it will stiff by the time. So it require Physiotherapy, start with gentle and then vigorous.

Restricted movements are common after plaster removal. Physiotherapy can be started based upon the degree of fracture healing- which is assessed clinically and through X-rays. It's better to consult treating doctor for the same as enough information is not available in the question or consult with Xray images.
