My mother has RA factor of 1.34 IU/ml
Is this mean that she has arthritis?
Few years back we got the RA factor test done at that time it was not quantitive and it only showed her as positive.

This value of Rheumatoid factor seems normal (although you need to cross check with the lab reference range provided in the report). Moreover, RA factor can normally be elevated in upto 20% elderly people. This test only has relevance if your mother has joint pain, swelling or stiffness.
Next Steps
Consult a Rheumatologist if she has joint symptoms
