On tapping, there is tooth sensitivity but on pulp tester, even on highest reading there is no response to the stimulus. Does this mean tooth is already dead or what??

Pulp testing requires proper isolation and also there will be false positive and false negative reading . If you are having sensitivity then it's sure that your tooth is responsive.
Please take IOPA xray and confirm the diagnosis.
