The most important step for controlling diabetes during pre diabetic stage would be stress reduction.
A diet consisting of less carbohydrates but do not cutoff carbohydrates altogether.
Make sure that you are getting 8 hours of sleep and also that you find time to relax by watching TV or or any hobby that you like.
Slowly incorporate exercise into your daily routine, you can start as slow as walking 10 minutes a day.
And as you get used to this increase the amount of time to exercise.
