Pain while masturbating and ejaculation.

I have pain in the upper part of my penis during masturbation ,and also get a little bit pain during ejaculation.During ejaculation i feel as if my skin of my penis has been overstreched.I also have noticed a cord like structure from the base of my penis to the top.My penis is little curved towards that side but i didn't take it as much issue because i had curved penis since birth,only thing that is noticable is that it is little more curved than before.The pain in my penis is on the top and when i gennrally touch those parts with my hand i can find small tiny veins and it is painful around this part.I had an open inguinal hernia mesh surgery about 2 months ago,could this be the case?how long can i wait before consulting the doctors?
