There are many causes of such type of pain
. Please try using otc pain medication. If the pain doesn't subside take him for a checkup. As he is diabetic watch out of any swelling/redness /discharge /fever. If present please take him for a checkup immediately
Most common reason would be a plantar fasciitis ... for heel pain.. but there can be a number of other causes... might need examination and MSK - USG of the foot..
