It can be due to fungal infection,poor hygiene Kindly wash the area properly from mild soaps. Keep the area dry from fungal infection. Wear loose and  breathable clothes. Don't use over the counter drugs

Hi young man, As I can see you are a 19 year old, I don’t know how much you are taking care of your sexual hygiene. Few things I want to highlight as causes for the above mentioned complaints: 1. Inappropriate hygiene practices 2. Infection - Urinary tract infection, infection of glans penis and foreskin (balanoposthitis) 3. Allergy to products you are using like soaps, lubricants or condoms (if sexually active) 4. Sexually transmitted infections due to improper usage of condoms/protection.

It might be due to excess sweating or infection. Plz follow below instructions 1.Wash the area gently with lukewarm water twice daily. 2.Avoid soaps, body washes to that area 3.Keep the area dry and clean (avoid tight underwear). 4.Avoid scratching or rubbing. 5.Topical Clotrimazole cream  1% or Miconazole  2% cream, apply twice daily for 7–10 days 6.Regular follow up

Mostly a fungal infection, can be bacterial too, visit a dermatologist, they might need a swab too. If unable to go, use cream cloteimazole twice a day, do keep hygiene. And avoid sexual encounters
