You can avoid surgery as ACL tear is not life threatening condition . On a long run it may cause more damage to knee which may give some arthritis and subsequent morbidity . And no surgery is safe or guaranteed in world .

If MRI shows full thickness year then better to go for surgery, no point to hold it. Or else other ligaments will get affected.
Next Steps
take another orthopedic surgeon's opinion, or go to a pain specialist nearby who deals with regenerative medicine.
Health Tips
donot run, or jump donot climb stairs in that knee.

Pain is mild , but complete tear of ACL will lead to unstable knee and further knee damage in future. It’s micro invasive procedure, usually no complications.
Next Steps
You should plan for the surgery.
