When I was a kid I cut my left legs acchilles tendon and then I had to operate it. The doctor said to exercise regularly but I was lazy. It has been a lot of years and now my left leg is skinnier than my right. Even my foot is also narrower. But the size of both the legs are the same above the knees. What should I do ?

Sir, Leg being skinnier than the other can be addressed only with strengthening exercises as far as muscles are concerned. But as long as it is not affecting your normal walking, running and stair climbing abilities.. it is not appear to be critical in terms of your functionality. If your concern is only about the appearance, i suggest you to meet a plastic surgeon.
Start strengthening exercises so that you gain muscle bulk and then the size of your both legs will become equal. But it won't come at an instant, you need to do regular exercises.
