Better consult with pedodontist ( Dentist for child)!!!!! He will rule out the either non- eruption or delayed eruption!!!!!
Next Steps
Ask for radiographic evaluation!!!!!!! to rule out the real cause of delayed or non - eruption of teeth!!!!!

There is no need to worry many a times there is delay in eruption of teeth. You can consult a pedodontist for it but it’s better to wait and watch. You can give him teethers or some hard veggies like carrot to bite
