There won't be any interference as such , and anyways you can't stop the inhaler all of a sudden.... As the treatment proceeds she may not require the inhaler so frequently and you can accordingly taper the dose and frequency

Inhalers can be totally got rid of with homoeopathic treatment. Ideally a gradual withdrawal of inhalers is recommended depending on response to homoeopathic treatment. 3-6 months is a good time line for total withdrawal. In some cases immediate withdrawal may be possible. ( Case to case variation)

She can continue both the medicine simultaneously. Consult an expert so that you can take a call to reduce the dosage of Budamate Inhaler. It's steroid...so need to be cautious. You need to take a second opinion. You need an expert Homeopathic physician.

Budesonide is an immunosuppressive drug which acts contrary to Homoeopathic drugs(works to enhance the immune system). So yes both medicine will interfere with each other. Instead of budesonide you can opt for Asthalin it is much safer but will be required more often.
