Hyperactivity means a person seems restless and may seem to move about constantly even in situations where it may not be appropriate to do so, like classroom. Excessive fidgeting, talking , movement are few evident characteristics. IQ and hyperactivity are two different constructs.

Children with hyperactivity are mostly driven as if by a motor, they r unable to remain seated, or squirm in their seats if they’re seated. Unable to finish task at hand before jumping to another. Likewise there are many such characteristics of hyperactivity that can b found over the internet.
To ans ur other q of intelligence in hyperactive children, it is usually average to above ave if only ADHD is diagnosed. However hyperactivity can b found as comorbidity in many other disorders such as intellectual disability or autism or SLD.or other Neuro developmental disorders. Hope this ans your q. Cheers!

Inattention:
•Children who are inattentive find it difficult to sustain mental effort during work or play.
•They have a hard time keeping their minds on any one thing or in following instructions.
Common complaints are that
•The child does not listen, cannot concentrate, does not follow instructions, is disorganized, easily distracted forgetful, does not finish assignments, and is quick to lose interest in boring activities.
•Children who are impulsive, unable to control their immediate reactions or to think before they act.
